Kirk with an original SS card.RTR Libertyville, IL - Under the guise of protecting seniors and our national security, Congressman Mark Kirk of Illinois 10th District and Peter Roskam of the 6th District are setting the wheels in motion for another crack at a national ID card.  The “Social Security Identity Theft Prevention Act” (H.R. 5405) more appropriately titled the “Social Security Surveillance Act” was likely spurred by high opposition to the failing Real ID Act.  This act would be an adequate run around to implement Real ID yet in another form.  They claim their reasons for introducing this act is to curb the high rate of identity theft in Northern Illinois.

The new Social Security Surveillance (SSS) card will retain the standard features of the Social Security card such as the name and account number of the card holder, but will now include beefed up security measures also commonly used by law enforcement to track criminals, and hackers to falsify and clone sim cards.  

The surveillance features of the card include: a digital image displayed of the card holder on the surface of the card and an "encrypted, machine-readable electronic record which shall include records of biometric identifiers unique to the individual to whom the card is issued, including a copy of any digitized facial image printed on the face of the card."

sss-card.jpgManufacturing of the card will be out-sourced to the Department of Homeland Security and utilize the facilities that create the B1/B2 Visa and the Permanent Resident Card. 

At a recent Libertyville, Illinois Town Hall Meeting on Saturday March 1st, 2008, Congressman Kirk explained to a packed room of concerned residents that participation is optional.  Gary Franchi, managing editor of Republic Magazine, a political publication that advocates constitutional rights and limited government, asked Kirk during the Q and A session when the "optional" card would become mandatory.  Kirk responded that the bill had not left the house yet.  Not quite the answer found when reading the text H.R. 5405.

The bill clearly states the new surveillance cards are to be issued to social security account holders upon reaching the age of 16.  

Massive new biometric databases of every American will be created to assist in tracking and authenticating the new SSS card.  The US Government has a tarnished record of managing databases.  The U.S. Department of Veterans Affairs lost a laptop and external hard drive to thieves jeopardizing the identities of 26.5 million veterans. The Metropolitan State College in Denver, the U.S. Department of Agriculture, and Los Angeles' Department of Social Services have each fallen victim to their databases being plundered.  Foreign intelligence hackers, high tech terrorists, and identity thieves would have a one-stop-shop of every American in a Social Security database no longer just rich in numbers, but now biometric data.

When asked by Franchi about private firms controlling and tracking the databases Kirk pushed the responsibility of management to the Social Security Administration.  However, as with Real ID, private companies like Viisage were contracted with to maintain the Real ID infrastructure.  This will likely be the case with the Social Security Surveillance Card unless the bill is stopped.  The bill is set to take effect two years from enactment, yet it is currently in the house, and has yet to be voted on.

A proponent, of the new SSS card, asked Kirk, “Can you share what information’s on there that’s freaking everybody out about a national ID card, what’s being stored on there that the Government doesn’t already know?”

He responded, “Just about everything the government already knows.”

Standard operating procedure is in effect here.  Using fear tactics on uninformed senior citizens, and the usual excuse of national security in a post 9/11 world, another member of the DC boys club is attempting to slip a national ID card into the hands of a terrified populous.  This is another attempt to ratchet down the American people into a coded world of control where being asked for “your papers” is as common as the next tasing video.   However, Kirk and Roskam have failed to consider the ever increasing masses of freedom loving Americans who are dusting off their constitutions and putting the shackles back on our public servants.

the card will be issued as a replacement to the regular Social Security card to people reaching the age of 16. 16! Now how does that protect seniors?? That first statement is BS and we all know it. Now 'surveillance' is more like it. Now what will the government think up next? I certainly don't intend on replacing my SSA card, nor participate in any National ID system. Now if this isn't socialism at work I don't know what is. smilies/cry.gif

This is warped. How in the hell can these dumb bastards try to continue on a failing ideal that delibertly tracks the people in the name of "national security"? I say we all need to start e-mailing our congressmen and senators and make them aware that the american people don't want to be slaves and tracked like dogs.

This bill is going to appeal to people's rationale. SS cards have been purposefully tamperable so that immigrants could get jobs. So they tout immigration as a problem and some Americans will see this as a solution (even though border corssings have declined as the dollar has). Gary's right, everyone needs to hear about this total surveillance society being created as we speak. The language says the new cards should be issued "after two years after" the passage of the bill. Why not never?

i don't think this has anything to do with "socialism". It's more about control and power. The entrenched power structure is just doing what established power structures do. Tighten their control. They are tightening the noose around the peoples neck so that when the real shit hits the fan they we be able to control the populous, contain the uprising, suppress descent, or whatever else it is that they deem necessary. When i was very young my parents were republican. I became a democrat during Vietnam. Later i registered as a independent but my loyalties generally lie with democrats. Until recently. I really don't see any way of saving the Republic. I like the "freedom and liberty" stance of the Libertarians but although i think the IRS is an outlaw organization i am not opposed to taxes to take care of the people and the "national good". If the government doesn't exist to bolster the nation and to take care of it's people, what the hell good is it? I'm not here to start a rant, i'm just posting my frustration. We have too many cowards at the helm who would trade away our freedoms for a little supposed "security". Rubbish. Just another power grab. And when they issue me my new card i'll burn the damn thing. Personally i like secession even though it's impossible. Every time i watch the movie "Enemy of the State", i get chills. And to think i put my life on the line in Vietnam and come all this way just to watch the current crop of leader "wannabes" to piss it all away for me and my kids. What spineless cowards.

Personally i have never before been arrested nor have had any trouble with police. With that I don't understand why they see it fit to treat me as one by issuing these cards in order to keep "Surveillance" on me. I enjoy my privacy and the right to that privacy, and i would assume that with all the crooked politicians ..cough cough Spitzer....would also enjoy said privacy. If they fucked with loosing thousands of names prior to this how do they get off saying that it would be safer to make this opportunity to resurface by giving access to hackers and people of that sort to a few thousand but millions. For Kirk to say that one of these cards can not be duplicated by hackers would be seriously underestimating the intelligence and the motivation of these people. We can't allow this to be put into motion because it is only a matter of time before they try and make it a mandatory substance and personally I say FUCK THAT! Live for freedom..

Anyway, I saw this speech by Congressman Mark Kirk from Illinois 10th District who is presenting an introduction to his bill to create a "Secure Social Security Card". HR 5405. He states acceptance is a voluntary, the bill states you must comply by the age of 16. A direct contradiction.

Our social security card since I got mine in the 70s when I was 15 in order to get a job, otherwise I could not be hired, has stated on the bottom "not to be used for identification". Which is the biggest hoax ever put on the citizens of our country!

I oppose the use of a computer chip, or biometric information being stored on any card, license or form that we are required to carry whether to get a job, cross a border, or enter a federal building and especially as a national identification instrument.

With the "war on terror" our government has begun tracking everyone whether or not they have any disposition to be involved in terror. Track non citizens and citizens who have ties to terrorist groups or individuals not innocent citizens!

Also, when did our government become proficient in keeping anything a secret?

One last thing, you and every federal public servant swear an oath to protect and defend our Constitution as I did when I entered the U.S. Air Force and became a Viet Nam Era Veteran.

I believe that tomorrow's successful public servant will be instrumental in restoring the "Bill of Rights" before the extreme groups take seriously the charge of our founding fathers to over throw the government when they become oppressive. I personally hope to see such needless actions when people like yourself have it within there power to prevent it!

Im glad I do live in NH but I see this as a way to try to circumvent our State Laws. I just wish you guys had links to our senators and congressment right here on this site like on AARP when they want there clients to send in to the govt. they provide a canned letter (that you can edit) to your senators and congressmen. Very effective.

I am ashamed of Mark Kirk and every member of congress who would support this kind of legislation. The government of this country exits by the will of the people and the people can take away what they have given and give it to others. I am now seeing government agents taking individual copies of the constitution away from citizens and demanding to know where they obtained them. clearly showing they are enemies of the people and their constitution which they swore to support. I opppose you, Rep. Kirk, in this attempt to enslave the people and secure your own wealth and position. May God have mercy on your eternal soul.

If this bill fails to pass, I wonder how long it will be before there is a direct assault. I expect that, if it isn't passed, there will soon follow legislation to mandate a federal ID for all citizens. I expect it would be issued at birth with severe penalties for parents that fail to register their newborn child. It would follow that person throughout their life, having to be presented for school registration, to get s driver's license and for any banking transactions.
This brings me to digress, if I may, on the doctrine of "corporate personhood" -- the claim that corporations were intended to fully enjoy the legal status and protections created for human beings by the Bill of Rights. If a National ID(in whatever form) is implemented, wouldn't these "persons" also be required to have one? Now if you'll excuse me, I'm off to gallop through the town, shouting the alarm.

I have an affidavit recorded at the El Paso County clerk and recorders office here in Colorado (#207052610). You can look it up. I've sent the fiction's (name in all caps) card back to SSA and will never use it again. While this does limit who I can work for regarding remuneration/wages, I am declaring that I belong to Yahweh and not the gov't!! I am no longer a 14th amend U.S. citizen. I have expatriated and am a Sovereign of the Colorado republic (Art 4, sec 4), not a corporate asset. Might be a consideration to all of you that aren't impressed with the goings on of "our" UNITED STATES INC (28 USC 3002(15)(A)). Thanks for your time.

No one is required to nor should anyone ever carry their social security card with them. I lost my wallet in 1971 with my card in it and never replaced it. I have never had to show it to an employer. They ask me for the number and I rattle it off and all is fine.

If you think this will not be submitted to outside Private Corporation, then you do not even have a grasp on the entire concept of the Social Security Act, nor the Social Security Administration, Congressman. The entire program IS Private under Maritime Statute, and by definiton, is ALREADY Privately Controlled, with only the Illusion, that Congress is running it. It is run by who? The IRS? Are they not an extention of the Federal Reserve, with the force of Federal Treasury Agents at the point of a gun to enforce?
Who needs my biometric, and digitized facial features, thumb print, and RFID Tracking Chip, that it will ultimately become?

I and my Dad used to heavily participate in politics. We learned the hard way a long time ago. You have to work the system with the following motto... "If you don't have most of the BUCK, then you certainly don't have any LUCK!"... What this means is you have to get all palsy-walsy butt-buddies with a person who has the money to pass around. Money manipulates everything in this material world! The number of letters you send to congress is worth nothing (the only ones they take absolutely seriously is the ones that support their view). The number of votes you give to someone is worth nothing (Florida proved that a long time ago). Right now the only "number" they are interested in is the amount going into their pocket. Don't you see it? The State funded NID isn't going as smoothly as they hoped for. They wanted to get it done at a lower cost which isn't going to happen, so now all the strings will be pulled in order to move on to the next step, which is, a fully Federal funded and governed NID system sponsered by our lovely greedy bankers at the FR. And, boy-o-boy, isn't this convenient? Wow, it's a presidential election year too... Hmmm... Interesting, isn't it? And I betcha' after the election is over, the NID will be mandantory by 2010 no matter how you voted. Think about this... How many of you actually became curious enough to ask other friends, relatives, and aquaintances in Different States who they are going to vote for and write their comments down? Then after the election is over and you see the results you notice things don't exactly add up. I always hear this remark, "I don't know how he got elected, because everybody else I know said they didn't vote for him." I guarantee you if every general citizen outside of the U.S. government and it's affiliates (like the IRS and the bank owners of the so called "Federal" Reserve) refused to vote, then they would still get the same results "as if" every citizen had actually voted. The corruption goes much deeper than most people realize. The FR bankers run this country, not the "John Q. Public". They have the money and the final decisions will go their way. Therefore, unless you are planning to build a physical National revolt and take back our country by extreme force, then I would suggest that you bend over and take the pain, because we're all going to get screwed!

I wrote Knollenberg and told him if he endorses this garbage I will make it a point to vote against his opponent in the next election and that I will tell all my like-minded friends in the 9th District what he endorses.

"Just about everything here the government already knows"? Yeah, the only part of "just about everything" they don't already know can easily become known with scannable surveillance technology such as this. Total b.s.! I will contact my representative and tell him I am not buying into this big brother scheme! My hope is that everyone else will apply pressure as well and we can stop this act dead in it's tracks!
