House committee subpoenas Federal Reserve


The congressional panel investigating what happened to all that bank bailout money has issued a subpoena to the Federal Reserve, asking them to hand over all documents relating to the takeover of Merrill Lynch by the Bank of America.

On January 1, BofA finalized its purchase of Merrill Lynch for just over $29.1 billion. That made the bank eligible for an additional $20 billion in federal rescue money, bringing BofA's total to some $45 billion. Now, Reps. Dennis Kucinich (D-OH) and Edolphus Towns (D-NY) want to know exactly what the banks and the Federal Reserve agreed to when they arranged the deal last year.

Washington D.C. (June 8, 2009)  -- House Oversight and Government Reform Committee Chairman Edolphus Towns (D-NY) and Ranking Member Darrell Issa (R-CA) today served a subpoena on the Federal Reserve (the Fed) to compel it to turn over documents related to Bank of America’s acquisition of Merrill Lynch.

The full committee and Domestic Policy Subcommittee, under the leadership of Chairman Dennis Kucinich (D-OH), have been investigating the circumstances surrounding the federal government’s bailout of the Bank of America-Merrill Lynch transaction. Specific documents subpoenaed include emails, notes of conversations and other documents.

New York Attorney-General Andrew Cuomo has claimed that, in 2008, then-Treasury Secretary Hank Paulson and Federal Reserve Chairman Ben Bernanke strong-armed BofA into buying Merrill -- a move that, if true, could expose Paulson and Bernanke to prosecution.

Last week, news services reported that the House had asked Bank of America CEO Kenneth Lewis to testify before the House Committee on Oversight and Government Reform. That hearing takes place on Thursday (June 11).

    When B of A acquired Merrill Lynch and all their debt, I couldn't figure out the strategy based on what was claimed as the debt/ toxic loans, etc. It made no sense.

    I guess if they are too big to fail, then indeed the did get more bailout money. Let's see how well asses have been covered...if it does happen.

    The US can print the currency. Lincoln did, that's where the term greenbacks comes from. That is how he financed the civil war without paying interest to the bankers. Milton Friedman [with whom I seldom agree] said we could pay off our national debt almost overnight if we did that.

    Send the gold to Ft Knox, I don't think any of our own is there so there should be plenty of room.

I called Congressman Issa to at least show support of their actions, and those who care should do the same.   21. "Who would have the power to issue currency?"

    When you say issue, do you mean print? The US Mints already print the money. Do you mean create? Money is created whenever a borrower signs a promise to repay. That promissory note is money. That's all money is.

    Whenever a borrower signs such an instrument, "money" in the amount of the principal of the loan comes into existence. The interest that is required as part of the repayment is never created, however, under the current system. Therefore, if all loans were, say, paid off at once with interest, the money supply would be insufficient to tender all the payments. The solution has been, since the beginning of this diseased system, to inflate the currency by creating new loans, thus enabling the payment of the old ones (and the interest). This superb cartoon, Money As Debt was sent out by email from the Kucinich campaign, and explains it perfectly. A must-see.

    But this parasitic system is not necessary. The one and only state-run bank is the Bank of North Dakota, created in 1919 by statute in response to a concerted effort by farmers who were being starved out by artificially depressed grain prices imposed by granaries, railroads, and Eastern bankers, all of whom coveted the land. Those old Swedish farmers, very chary about movements, and dead-set against "Socialism", nevertheless were forced to act, and since then the BND receives all state revenues by law, can loan monies to itself and to cities and towns and counties, at 0% if it so chooses.

    But it is not in competition with private banks. In fact it partners with them. However it does not participate in FDIC: the state itself is the guarantor of the deposits.

    Any person, company, municipality, or other bank can deposit therein. North Dakota is one of only three states currently solvent in the whole USA. Why? Maybe because the Big Boys didn't get their cut!

    I believe Kennedy's presidential directive 11110, ordering the treasury to print silver certificates (money backed by silver) may have been injurious to his health as well.

    Incidently, I believe that directive was never cancelled.

    I was a major supporter for Kucinich's 2004 presidential campaign, so I know his history, his positions, his excuses, but -- since that time -- I've come to the conclusion that Kucinich is a puppet and a fraudster.

    When he backed John Kerry -- Mr. Skull & Bones, the bold-faced liar and warmonger -- this was the first hint that Kucinich was bought & sold. After he backed Obama -- another warmonger and liar -- this was the final straw. The fact he won't stand behind HR. 1207 -- this should be the siren that blows Kucinich's cover-off for good.

    The unfortunate theory I have is that we're kind of damned if we do or don't take back our currency. The US Dollar hasn't been worth anything since the Gold Standard was abandoned.

    The Federal Reserve -- moreover those in charge of it -- have controlled the faces of governments worldwide since the early 1900s at the latest. You're absolutely right: contemporary warfare is strictly about war profiteering and the equalization of power through the control of money and ultimately, resources. For each advancement we as a society collectively achieve, those above us are several steps ahead in a figurative game of chess, writing the rules years before we even know the changes to the game.

    Cynical, maybe, but ultimately realistic.

    The truth of the matter is that centuries ago, power came through fear, and that fear through religion. In more recent history, that fear has been transported to concepts of instability through finance, and our Capitalist economy has reason to be blamed by the elders of the world. Capitalism is a great concept when worked responsibly. It promotes competition and innovation. Unfortunately, greed and
    immaturity rule the game in which value is given to things undeserving of it.

    Today, all the world is controlled by the Almighty Dollar. Those "in the know" are well aware of this man-made godhead, and exploit it to its fullest, with the knowledge that none of it matters in the end. War, genocide, religion, race... nothing matters but the amelioration of the human race. Rather than relying on genetic superiority of the few, those in charge realize that those most economically viable will be the ones to carry on.

    Thus, it matters not who makes the money we use. The problem comes that we are as blind as the religious zealots who take words written by man to be the "word of God" when we entrust that 3 inch by 5 inch slips of paper with some ink on it are worth what we are told they are.

    This quickly devolved in to a rant, but in closing, let's see how things shape up after December 31.

    Money is not the root of all evil...it's the LOVE of MONEY that is the root of all evil, according to scripture. That's the problem today; FALSE LOVE, if you want to get religious.

    These posts regarding the Fed is good, but you're all preaching to the choir! Instead spewing facts most of us here already know, call you House Rep and give'em hell. Do something productive.

    Another good way to fight the banks is to withdrawal your money into cash and stop using debit cards for purchases. You'll get better deals too using cash. The bankers depend on your deposits.

    During the last three hundred years, the amount of time Capitalism has lasted, (it’s dead now and here’s why) four just men tried to buck the banksters by creating interest-free money for the well-being of the people they led.

    The first was Thomas Jefferson with a series of letters that discussed the concept of interest-free currency and the belief that banks are anathema to personal well-being:

    "Certainly no nation,” he wrote, “ever before abandoned to the avarice and jugglings of private individuals to regulate according to their own interests, the quantum of circulating medium for the nation – to inflate by deluges of paper, the nominal prices of property, and then to buy up that property at one shilling in the pound, having first withdrawn the floating medium, which might endanger a competition in purchase.
    “Yet this is what has been done, and will be done, unless stayed by the protecting hand of the legislature. The evil has been produced by the error of their sanction of this ruinous machinery of banks; and justice, wisdom, duty, all require that they should interpose and arrest it before the schemes of plunder and spoliation desolate the country." – Thomas Jefferson to William C. Rives, 1819.

    A little circuitous and profound, perhaps, but the truth and substance of his shock is here:

    The next was Abraham Lincoln who just before the American Civil War turned down the international banks’ offer of a loan at thirty-nine percent on the money needed to conduct the North’s side of the war.

    Instead, he created an ‘interest-free’ currency called ‘The Greenback Dollar’ which served sufficiently to carry the war to its end without having to pay any interest on it – it was government, by, with, for and call it ‘We, the peoples’ money.

    This is what The London Times said about the newly minted president Abraham Lincoln’s Greenback Dollar:

    “If that mischievous financial policy, which had its origin in the North American Republic, should become indurated down to a fixture, then that Government will furnish its own money without cost.

    “It will pay off debts and be without a debt. It will have all the money necessary to carry on its commerce. It will become prosperous beyond precedent in the history of the civilized governments of the world.
    “The brains and the wealth of all countries will go to North America.
    “That government must be destroyed, or it will destroy every monarchy on the globe.”

    Now, that’s a place in which I’d like to live and once thought I did – please Google the passage, just to see that I did not invent it.

    Paradise seems always to have been disguised and kept only for the few:

    Lincoln’s novel ‘free people’s money’ lasted only for the duration of the Civil War after which, when it became evident that the 'Greenback Dollar' would remain in circulation, he was assassinated and the ‘Greenbacks’ taken out of circulation.

    “The struggle that was to rid the country of human slavery of the black race, however, was also to fasten upon the whole nation an economic or money slavery, which has endured to the present time..."-- Dr. R.E. Search in Lincoln: Money Martyred

    The next historical applicant to the people’s place at interest-free money was, strangely enough, Adolph Hitler who created another ‘free people’s money’ and brought Germany – in just four years, from 1933 to 1937 – from complete and utter bankruptcy – read the Versailles Treaty – and zero credit from any bank in the world, to sit as the most powerful economy in Europe with, what have we here? An interest-free people’s currency: “One Mark will be issued for every Mark’s worth of work done”.

    He employed every able German in the country and paid them with the people’s money.

    The world community of banksters declared war on him in 1933, before he even got into his ‘first hundred days’ in office, successfully demonized him and created a race of victims called ‘Jews’ and then blamed their victimization on him, which may be why we are not ‘allowed’ to examine that bit of extraordinarily efficient propaganda.

    Google this for yourself – truth never needs to be defended.

    The next person to understand the perfidy of the banksters was John Fitzgerald Kennedy who, on June 4, 1963, under Executive Order number 11110, issued his Silver Certificates for the same reasons president Lincoln created his Greenbacks and Mister Hitler his Volkswagen mark - ‘free people’s money’ – to buy a way out of war.

    Kennedy issued $4,292,893,825 of cash money; free of debt and free of interest.

    It was a sufficient amount to allow the nation to operate without the private Federal Reserve.

    Just 5 months later, JFK was shot by the "crazed lone nut" Lee Harvey Oswald.

    Almost immediately after Kennedy's death, the US Silver Certificates were pulled out of circulation and destroyed except for samples in the hands of collectors and the United States went back to the privately-owned-and-for-profit Federal Reserve system, under which we are bleeding out our wealth yet again.

    “A telling clue lies in the fact that the Warren Commission, now widely understood to have been a cover-up, counted among its seven members John J. McCloy, who had served as head of the World Bank and President of Chase Manhattan Bank. A rather odd resume for a man charged with investigating a murder, in hindsight!

    “Subsequent examination has shown that Kennedy's Executive Order 11110 was never rescinded. That would have taken an act of Congress, and in the atmosphere of near deification of JFK following his death that would have brought more public attention to what Kennedy had wanted to do. So, that Executive Order still stands.

    “I have written this commentary for two purposes. First, to remind President Obama that he already has all the authority he needs to order the US Treasury to start issuing currency. He just needs to pick up the phone or stroll through that tunnel and tell them to carry out Kennedy's EO 11110.

    For all those jumping on the Ron Paul - Ban the Fed - Gold Standard - Let's all retreat to 18th century banking principles bandwagon, just a few notes regarding the actual content of this article, instead of what always seems to pass amongst these circles (inane circular rhetoric).

    The context here is BofA's acquisition of Merill Lynch, and what role, if any, the federal government played in ensuring that the deal took place.

    Remember the accusations of 'strong-arming' that Ken Lewis proclaimed some time later, (after the Bush Admin had left office). BofA was secure during the time period mentioned, and when it came to declare its fourth quarter numbers, the vast-majority of the losses absorbed were from the acquisition of Merill. Needless to say, after everybody and their brain-dead 'Ron Paul Revolution' people got their hands on it, they spun what used to be a generally reasonable (not perfect, not saintly, and certainly not without blame) institution into a black horse.

    Hence the use of the extra $ 20B for the acquisition. I'm not agreeing with the use of federal funds, however, if the federal government played a significant role in forcing through this acquisition then people need to be held accountable.

    As far as the rabble that accounts for 'comments', I haven't had the best opinion of 'raw story', mostly because its inability (like every other media organisation) to remain impartial, and its 'fan-base' of Ron-Paulites certainly do them no favor with their constant ramblings and mediocre (laughable) attempts of 'enlightened persuasion'.

    The only reason I'm commenting on you poor fools is because you happen to be the one of the loudest people in the room, and every once in a while, a rational, pragmatic, and reasoned individual needs to step forward to calmly remind folk that a senile geriatric doctor and some career politician aren't going to solve anything.

    I would ask people to do independent research, perhaps focus on what they can apply in their own lives instead of raging at what they see to be a systematic injustice (as it seems to be an internet fad that just won't go away).

    Want to invest all your money in Gold? Go ahead - Don't have any credit cards - Fine! Plant your own crops? Great! I'm totally supportive of all of these.

    But please, let the real professionals handle the dirty work, and stop pretending that you can be an economist too. Most people give that up after they reach a certain point in their lives, (it's called specialization - I let an accountant handle my taxes, while I handle statistical product control and quality assurance testing).

    Yes, the Fed leaned of Bank of America to go through with the deal. At the first B of A thought it was a steal on the order of JP Morgan Chase grabbing Bear Stearns. Then B of A saw that big Q4 loss Merrill was facing. But the Fed would not let them back out.

    When the apartment is burning firemen have to make decisions quickly. Not all are perfect. But the rules are pretty clear: be cautious because dead firefighters don't save anything; next, save other's lives, then save property.

    Having been at the center of an FX crisis when I was at US Treasury I know that trouble usually comes with turmoil.

    Finally, let's remember that the money was LOANED to Bank of America. So, it's been earning interest from the get go. Between the interest the Fed and the Treasury are earning, plus the stock and warrants the Treasury has for banks, GM and Chrysler, etc., the returns as the economic recovery comes will be handsome.

The unfortunate truth there is that we've all been duped to an extent.     God as we know it resides in everything around us. Jesus was a real man historically, and did amazing things in his day. But our modern interpretation omits his teenage years and twenties because Christian leaders would never want you to know he trekked to India to study Buddhism, nor that he didn't actually die on the cross, but was rehabilitated by his friends and then trekked back East to live out the rest of his days in India.

    The moral is: it's easy to distract the masses if the masses are blinded by awe, tradition and fear. Everything is Pagan in the end.

    Your first paragraph alone states your bias, so I won't argue the fact that you disagree with the general sentiment circulating here. Just understand that men much wiser and more pragmatic than you wrote years ago that a centralized banking industry would corrupt our budding nation just as they had in Europe. I am, of course, speaking of Alexander Hamilton and his Federalist Papers.

    You can go against the ideology if you're content in your personal lifestyle, but you can't knock the the years of expanding problems directly caused by the scorn of our forefather's warnings.

    If you'd like to expand upon the article itself (which I do agree, we as a whole have strayed slightly from), this whistle-blowing will be an interesting moment in time as the documents are released as to the specifics of the merger and the paper-trail therein.

    As far as your condescending tone regarding the "rabble" here, don't lump everyone together; there are several contributors who seem to have a good handle on history here and are eager to share and learn more about the silent truths behind one of the shadiest institutions in modern human history.

    Rationality aside, understand that organizations like the Federal Reserve thrive on complacent individuals such as yourself. Independent organizations taking control of an important aspect of daily modern life and bastardizing it much like previous generations did with religion. Blind faith, in any regard, allows the few to herd the masses to whatever whim they please.

    There most likely isn't some huge conspiracy here. What there is are a select few men behind closed doors who don't care about humanitarian endorsements nor popularity, nationality or affiliation.     You ask others to do independent research without presenting much of your own. I agree that simple principles can be applied to the everyman to gradually bring about some sort of amelioration, but I'd feel a fool if it were proved in a court of law that the Federal Reserve indirectly or directly caused the assassination of two of our country's great leaders for sake of maintaining their own power.

    Does it not make sense? Again, I wasn't present for any closed-door meetings and thus this is merely a statement of opinion, but allow the plausibility of such an accusation to sit with you, and understand how this sort of institution is the very reason this nation separated from the British Empire in the first place, and the very same families run the Federal Reserve today that did the banking empires of Europe.

    The dollar is god today, and those in control of god control the people. I find it entertaining how your subtle bashing of the comment made on gold could even be made. I don't know how old you are, but understand the Federal Reserve has in its power to cash out your debts at any time, and if your dollar is worthless, you have no other way to repay your debts. It's time to buy a handgun and a single bullet.

    I think the reason you're closed-minded to the issue is that you are secure in your daily life, and no one here can fault that. The downside to your closed-mindedness is that you are part of the herd of listening to what is told to you and believe it all the time. Before this makes me seem hypocritical, I read a lot and formulate opinions based on a wide variety of conflicting information. The simple truth of the matter is that, although I don't really care for Ron Paul himself, he has made several accurate predictions and was an economist. Let the professionals handle the dirty work, yes. It is dirty, after all. Let the American citizens wash their hands free of the issues they need not be concerned with. It's easier to capture the king when the pawns are off glued to the latest piece of technology and the garbage that flows from it.

I was raised Roman Catholic and I've met quite a few Jews in my day that I'm not a fan of, but don't fault a whole race for the actions of the few.     On what I regarded as good authority, I was told that somewhere within the Federal Reserve Act there is a provision that the USA can rescind the Fed's license with the payment of $1 billion to the Fed's owners. Should this be true, perhaps much, if not all of the US national debt owed the Fed can be eliminated. That done, the Treasury could return to printing and controlling the US currency.

    The problem is that we are now based on a worldwide economy, and not just one for the United States. America is a country that loves cheap labor and cheep goods, but also deserves a higher pay grade for whatever it's citizens do for a living.

    I think that a worldwide economy is a good thing, but I can see your backlash. Plenty of Mexicans are legal US citizens, and they are among the hardest working people in this nation. They also take the jobs the majority of the upper classes wouldn't want to do.

    They fill a need that we as a society have created. The blame is on the average "natural" US citizen.
